These are the jobs of the White House Office, according to the United States Government Manual 1997/1998, found on pages 90-93.
Not all of these positions are shown on "The West Wing" but a number of them are. All of them are a part of the White House; even though their duties might fall in the East Wing, or on Capitol Hill.
In the past, administrations have combined several of these positions, and it's totally possible that Bartlet has done the same. (Such as Sam and the speechwriters)
This list is in no way in any order of importance. Those titles with parentheses behind them show the number of people with the title, if more than one. The titles in italics are those we've seen on "The West Wing". The names in bold are the characters, if I can remember the name.
